Критики теории рационального выбора уже давно пытаются доказать, что представления этой концепции об индивидах в высшей степени нереалистич­ны, и это обстоятельство подрывает способность ее сторонников к исследова­нию широкого пласта явлений. Один из наиболее серьезных аспектов погра­ничных исследований касается бихевиористских посылок, используемых в теории рационального выбора26. До последнего времени не было попыток

использовать более реалистичный комплекс предположений о побудительных мотивах отдельных людей, который был бы столь же плодотворным, как общепринятый, традиционный.

Ряд ученых сосредотачивают внимание на использовании научных иссле­дований познания в теории рационального выбора, о пределах познаватель­ных возможностей человека (Denzau, North, 1994; Frank, 1989; Lupia, McCubbin, 1995; Noll, Krier, 1990; North, 1990). В отличие от многих опубликованных ранее работ об «ограниченной рациональности», основной чертой новых ис­следований является попытка редуцировать произвольность в выборе посы­лок и изучить возможности их применения в рамках расширенной сферы действия теории рационального выбора. При этом, например, внимание ис­следователей сосредоточивается не только на важности научения (этот вопрос уже давно стал одной из составных частей теории рационального выбора), но и на том, как оно происходит у отдельных индивидов.

Заключение

В нашем кратком обзоре институциональных исследований, предпринятых с позиций теории рационального выбора, были выделены некоторые отличи­тельные особенности этого типа исследований. Теория рационального выбора предоставляет исследователям систематический метод изучения воздействия институтов на политические реалии. Она применяется не только при изучении основных элементов современной демократии, но и многих тем сравнитель­ной политологии, в частности, вооруженных конфликтов на этнической почве, бунтов, проблем стабильности демократии, а также революций. Предприня­тые в последнее время исследования вопроса об основополагающем значении информации для принятия политических решений обещают значительное рас­ширение применения данного подхода в будущем.

Анализ институтов в таком ракурсе позволил по-новому взглянуть на мно­гие давно изучаемые проблемы. Так, в частности, результаты изучения бю­рократии свидетельствует о том, что она оказывает меньшее влияние на раз­витие политических событий, чем полагали до сих пор, а поскольку чинов­ники проводят в жизнь многие важные решения без непосредственного вме­шательства со стороны политиков, прямое влияние последних на представителей бюрократии достаточно слабое. Подчеркивая важность этого вывода, сторон­ники теории рационального выбора считают, что, когда политики действи­тельно способны наказать бюрократов за отклонение от желательной полити­ческой линии, бюрократы могут корректно проводить эту линию в жизнь без необходимости прямого давления со стороны политиков. Это вовсе не означа­ет, что политики властвуют над бюрократами; однако такое положение вещей предполагает, что ошибочно было бы делать вывод об отсутствии их влияния, если не заметно открытое прямое политическое вмешательство. Общий прин­цип, сводящийся к тому, что принимающие решения акторы стремятся пре­дупредить определенные последствия своих действий и поэтому принимают во внимание проблемы тех акторов, которые придут позже, оказался вполне работоспособным в самых разных контекстах, например, при рассмотрении отношений между судами и различными ветвями политической власти, между партиями и их лидерами.

Теория рационального выбора также дает основу для налаживания более тесного сотрудничества между представителями различных традиционных на­правлений, сложившихся в политической науке. Как доказывает использова­ние установочной модели, основные положения теории рационального выбо­ра могут применятся при исследовании проблем бюрократии, взаимодействия отдельных ветвей политической власти с судебными органами и различных частей законодательной системы. Недавно изданные работы, посвященные американской системе разделения властей, свидетельствуют о том, что имен­но на основе принципа рационального выбора можно преобразовать изучение американской политики в целом, не считаясь с традиционными границами этой области научного исследования. Аналогичное сближение начинается так­же между американистами и компаративистами, что в перспективе может привести к созданию новой теории политики, вместо двух автономных — одной, предназначенной исключительно для Соединенных Штатов Америки, и другой, предназначенной для других стран и регионов. В заключение хоте­лось бы отметить, что методология рационального выбора распространяется не только на исследования современных, промышленно развитых государств, о чем свидетельствуют примеры ее успешного использования при изучении исторических проблем. Кроме того, она применима и при изучении макропо­литических явлений, таких, как революции, гражданские войны и упадок крепостного права27.

В большинстве исследований институтов (включая те, которые проводятся с позиций, отличных от теории рационального выбора) предполагается, что институты являются неизменными, и основное внимание уделяется результа­там их деятельности. Эта исследовательская задача требует также ответа на вопрос о причинах устойчивости институтов. Недавно разработанные в рамках концепции рационального выбора модели дают возможность для изучения причин сохранения и устойчивости институтов. Если институты оказывают прямое влияние на ход развития событий и политическое устройство, значит, что-то должно удерживать людей от изменения существующих институтов для достижения иных результатов. На вопрос о том, каким образом институ­ты сохраняются, помогает ответить идея самоусиления институтов.
