Исследования институциональных процессов




Исследователи деятельности Конгресса детально проанализировали вопрос о том, какое влияние процедуры высшей законодательной власти оказывают на политические результаты в целом и налоговую политику в частности. В их работах в центре внимания обычно находится не столько бюджетный дефи­цит, сколько уровень расходов. На деле такого рода модели носят скорее статичный, чем динамичный характер. В одном из наиболее серьезных иссле­дований этого вопроса Б. Вейнгаст, К. Шепсл и К. Джонсен доказывают, что представители органов законодательной власти, избранные по территориаль­ным округам, обычно преувеличивают значение государственных проектов в своих округах при соотнесении их с затрачиваемыми на их реализацию обще­национальными средствами (Weingast, Shepsle, Johnsen, 1981). Следствием этого является чрезмерное финансирование государственных проектов20.

Очевидно, что законодательные процедуры влияют на получаемые резуль­таты. Чтобы применить подходы этих типично «американских» исследований к изучению проблемы государственного долга в промышленно развитых стра­нах, следует затронуть три основных вопроса. Первый из них заключается в том, что для правильных выводов при рассмотрении не только уровня расхо­дов, но и баланса бюджета, формальные модели должны обязательно учиты­вать динамику происходящих процессов. Во-вторых, американские модели фокусируют внимание на государственных проектах, осуществляемых по терри-

ториальному принципу на условиях льготного финансирования, но на самом деле в странах-членах ОЭСР все более значительная доля государственного бюджета уходит на реализацию чисто перераспределительных программ. В-третьих, необходимо принимать во внимание роль различных электоральных систем и других законодательных институтов в разных странах. Исследования в этой области находятся в начальной стадии, однако, на наш взгляд, явля­ются многообещающими. Это подтверждается другими изысканиями, свиде­тельствующими о том, что конкретные положения об ограничении долга, содержащиеся в конституциях, отражаются на той скорости, с которой пра­вительства реагируют на финансовые потрясения (Alt, Lowry, 1994; Poterba, 1994). Более важным в данном случае является то, что это служит еще одним подтверждением прямой связи между изучением институтов и политическими исследованиями.

Заключение

Фундаментальной проблемой подхода к оценке институтов и политических последствий их деятельности, основанного на концепции рационального вы­бора, является широкий спектр затратных транзакций. В их стоимость входят не только расходы на осуществление контроля и проведение в жизнь достиг­нутых соглашений, но и на различные аспекты организации и ведения пере­говоров, неизбежно возникающие в процессе формулирования этих соглаше­ний на базе коллективного выбора и коллективного действия. Двадцать лет назад основы этого подхода уже существовали, однако работа по их система­тизации и практическому применению еще была далека от завершения. Ныне значительная ее часть уже проделана. Благодаря этой работе углубились пред­ставления о взаимосвязи между делегированием полномочий, юридических прерогатив и проблем, стоящих перед органами власти, с одной стороны, и природой политэкономических циклов — с другой. К иным областям иссле­дования, где такой подход, по-видимому, еще только пробивает себе дорогу, следует, в частности, отнести изучение политического курса в области тор­говли, которое получило значительное развитие в ходе недавних дебатов о последствиях институциональной деятельности и значении факторной мобиль­ности для коллективных действий и формирования коалиций. Помимо этого ждет своего решения вопрос о том, оказывают ли демократические институ­ты, политическая нестабильность, неравенство в доходах и/или социальная поляризация влияние на различия в области инвестиционного и экономичес­кого роста, существующие в отдельных странах. Обработка необходимых дан­ных в этих и других областях исследования еще только начинается, поэтому мы отказались от попытки обобщения информации, содержащейся в отдель­ных опубликованных на эти темы работах. Вместо этого хотелось бы рекомен­довать читателю ознакомиться с двумя недавно изданными обзорами по дан­ной тематике (Alt, Gilligan, 1994; Alesina, Perotti, 1995a). Мы с нетерпением ожидаем того часа, когда появится возможность для подготовки следующего ретроспективного обзора!
